Building the Culture of innovation in the state of Telangana
‘Building the Culture of innovation in the state of Telangana’ has been the motto of Telangana’s IT Minister K.T. Rama Rao from its inception. With many firsts that have been established in the state, one of them that resonates with the Innovators of Telangana, beyond the capital city, Hyderabad is Telangana State Innovation Cell (TSIC).

TSIC, formed under the State’s Innovation Policy in 2017 by ITE&C Department, is stepping into its new year. The team has been implementing domain-centric initiatives under the ఇంటింటా Innovator campaign to make innovation a dinner table conversation and to reach every household. Currently, TSIC operates in the following domains — Student Ecosystem (Schools & Colleges), Startups, Grassroot Innovators & Innovation in Government, and Communication for Innovation.

The State appointed Mr. Ravi Narayan as the Chief Innovation Officer (CIO) in an interim capacity, who is also the Chief Executive Officer of T-Hub Hyderabad. He took charge from February 2020 after Mr. Phanindra Sama, who was the founder of Redbus.

TSIC stepping into the new year, Principal Secretary of IT Department, Mr. Jayesh Ranjan, said, “From the inception of Telangana State Innovation Cell to what it is today, it is commendable to see the team build a culture of innovation step by step. With the unprecedented times that we are witnessing today, it should be very well understood that Innovation has to become the daily norm, for which TSIC has been at the forefront in designing community-centric initiatives, along with the other Ecosystem players. I extend my sincere wishes to Team TSIC going forward.”

Down the lane, TSIC has been creating an impact from the school stage. In the school ecosystem, it has formulated a first of its kind ATL Meetups to bring together all the Atal Tinkering Lab in-charges under one roof to create an environment of sharing the best practices being pursued at various labs. It is said that 35 ATL schools with 3150 students have been equipped with Innovative thinking abilities, while the initiatives Innovator Meetup Series in 5 districts & state-wide T-Innovation Yatra in February 2020 has mobilised more than 200 innovators and aspiring student entrepreneurs about the ecosystem.

One of the notable outcomes is attributed to the Government Mentor Program that was recognised by UNDP South Asia, which looks at facilitating startup solutions to be procured by the Government as first customers. In its maiden phase with Telangana Traffic Police Department, Hyderabad-based startup RHPD Solutions has been procured by the department and is piloting the solution in various areas.

The team’s major focus and strength have been the address of Rural Innovation. With initiatives like Intinta Innovator Exhibition, Village Innovation Challenge, they have been scouting, recognising and enabling them from a nascent stage. So far the team has scouted more than 100 innovators at various stages and has recognised more than 20 innovators at state & national level, which includes CII Man’EXE’ 2019 awards, Jagriti SEA Awards, India International Innovation Fair 2019, to name a few.

TSIC has commenced some of the most contemporary communication approaches like Innovator Speaker Series, to designate the Innovators as Keynote Storytellers to a larger public to orchestrate their journey of innovation. Their stories have been shared as exclusive interviews by All India Radio-Hyderabad, for the larger cultural acceptance of Innovation.

Team TSIC has chartered a new path going forward that focuses on creating an Inclusive Innovation Strategy along with the major ecosystem players in the state. The team is focusing on roping in thought leaders and working on scalability and sustainability of innovation, for innovators to become entrepreneurs. Plans have been designed to decentralise the new approaches to all the 33 districts of Telangana more robustly by identifying District Innovation Partners.

Mr. Ravi Narayan, said, “Telangana State Innovation Cell is all set into step into its new year. The team, consisting of young passionate individuals has been able to create palpable excitement around innovation at schools, grassroots, rural, and in the government. From startup catalysts in Hyderabad to a Farmer-Innovator in a village, a lot of approaches have been taken to include innovation as an integral part of the prevailing culture. On this solid foundation, the next phase of growth for TSIC will be to institutionalize successful programs and build new ones to scale the culture of innovation in Telangana.”

With four new innovation fellows joining the team will also have Mr. Viiveck Verma, Founder, Upsurge Enterprises, and Curator of TedX Hyderabad, in the capacity of the Senior Advisor, who largely will be driving the Social Innovation. The team alongside is bringing in local domain-specific catalysts as mentors associated with individual fellows and extending their support in initiating and executing initiatives robustly.
